For this purpose, UAE has established the department of KHDA (the Knowledge & Human Development Authority). All types of training institutes have to register themselves with KHDA and other relevant authorities. This process requires submission of required documents and approval of application.
The government of Dubai has authorized the establishment of these training institutes in the mainland area as well as in several free zones present in this emirate. Few of these free zones are specific for educational institutes and businesses and they provide best opportunity for establishment of such training institutes. Few of these specific free zones include Dubai Knowledge Park – exclusive for learning, Dubai Science Park – free zone for science and Dubai Internet City – IT related free zone.
Procedure of establishing training institute in Dubai:
Initially, the interested company requires preliminary approval and trade name from DED (Department of Economic Development) or relative authority in case of free zone. In the next stage, business plan will be submitted that will result in registration of the business or training entity.
In the last stage, the applicant will submit various documents to KHDA after their approval from related departments. This authority (KHDA) will evaluate these documents and will issue the final Educational Services Permit.
Following are the documents that are required for final approval from KHDA:
- Certificate of Environment, Health and Safety (issued by Dubai Civil Defence)
- Copy of Commercial License (issued either by DED or relevant free zone authority)
- Premises location map
- Copy of lease agreement of premises
