The United Arab Emirates is taking a bold leap in digital transformation by launching a state-of-the-art biometric identification system that will replace physical Emirates ID cards within the next year. The move, spearheaded by the Federal Authority for Identity, Citizenship, Customs, and Port Security (ICP), aims to revolutionize identity verification across essential sectors including banking, healthcare, hospitality, telecommunications, and government services.

Facial Recognition and AI Power the Transition
The new digital ID system will use facial recognition and artificial intelligence (AI) technologies, seamlessly integrated into existing platforms through applications like UAEPASS and the ICP UAE app. Users can already access a digital version of their Emirates ID on their smartphones via these apps, but the upcoming rollout promises deeper integration and the complete elimination of physical ID requirements.
Authorities confirmed that the transition is already underway, starting with simpler services and expanding to more complex ones in a phased approach. According to ICP, this is part of a broader strategy to create a secure and efficient digital ecosystem that aligns with national risk management frameworks and data protection laws.
Why It Matters: Easing Access and Reducing Bureaucracy
The announcement follows concerns raised in the Federal National Council (FNC) by member Dr. Adnan Hamad Al Hammadi, who emphasized the inconvenience caused by the continued need for physical IDs in critical areas such as hospitals, hotels, and banks.
“There is an urgent need for fast, effective solutions to streamline identity verification in these essential sectors,” Al Hammadi told the council.
In response, Minister of State Abdul Rahman Al Owais assured that the ICP is actively working to integrate biometric ID solutions into all high-impact sectors.
This digital leap is part of the government’s “Bureaucracy Elimination Plan”, launched in August 2024, which includes initiatives like the Month of Eliminating Government Bureaucracy and a Bureaucracy Elimination Award aimed at fostering innovation and streamlining public service procedures.
While the system promises major advancements, ICP acknowledged challenges in ensuring accurate and secure identity verification. Strategic partnerships are being formed to develop and test these systems, particularly focusing on sensitive sectors where identity verification is crucial.
Authorities reiterated that they are committed to maintaining the highest standards of user data protection, transparency, and compliance with privacy regulations.
